The CIA is one of the primary intelligence agencies, along with the FBI, and NSA to institutionalize mass surveillance as a method to silence political dissent among activists, hate groups, and individuals.

The CIA was exposed in 1975 for operating mind control programs under Project MKULTRA.[1] Such programs include, but are not limited to the Monarch Project and Montauk Project.
