FEMA, or Federal Emergency Management Agency, is an agency of the United States Department of Homeland Security that was used by intelligence agencies to fund various "Black projects".[1]

Funding[]

The National Defense Authorization Act (NDAA) had specified the budget and expenditures of the United States Department of Defense. This Act gave FEMA a "black budget" that served as a screen for intelligence agencies to implement Black projects. These agencies had operated under the Foreign Intelligence Surveillance Act (FISA) and the Patriot Act which prescribed procedures for setting up various projects like Big Brother and concentration camps, all exercised through FEMA's budget.

Raven Rock Mountain Complex

FEMA's "black budget" had funded underground nuclear bunkers like the Raven Rock Mountain Complex (Site R).[1] This site was a US military installation with an underground nuclear bunker near Blue Ridge Summit, Pennsylvania, at Raven Rock Mountain. It served as an "underground Pentagon" that has emergency operations centers for the United States Army, Navy, and Air Force.

Concentration camps[]

FEMA's "black budget" had included the setup of concentration internment camps that were setup by previous presidential administrations to serve as detention centers. The Patriot Act that was signed into law by President George W. Bush on October 26, 2001 enabled the legitimacy for such camps to detain “terrorists” in the name of its acronym: "Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001".
