FEMA's "black budget" includes the setup of concentration internment camps that have been setup by various presidential administrations in the past century for an indefinite detention of US Citizens. The Patriot Act that was signed into law by President George W. Bush on October 26, 2001 could theoretically allow the legitimacy for such camps in the name of its acronym: "Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001".
